A new retail clothing store just opened in the Somerset Mall in Somerset, Ky. Hephzibah's Boutique is owned and operated by Judy Chanthalangsy. She is originally from Chicago, Il., and is a local optometrist in the Somerset area. Judy had always wanted to open a clothing store and views it as a full time hobby along with her current occupation.
